The medal was instituted on 2 June 1878 and awarded initially to civilians who had significantly supported the army during the War of Independence of 1877-1878. Subsequently, by Decree of 27 September 1878, the award was extended to approximately 5,000 members of town militias who had fought alongside the army. A now hard-to-find rare. |
